Summary	0001236: Tutorial not detecting that a "button" is enabled
Description	As the tutorial was speaking to me and telling me to push buttons in the fuel room, I ended up turning on all the buttons in the room, but the tutorial could not sense that I had them already enabled. I had to click the "on" button for what was highlighted even though it was already on. Make expectation is either: 1. The system realizes "this button is on, it will enable as soon as any power comes through", or 2. The system should prevent you from turning on (or off) a button if prior steps are not done properly. Very cool game so far. Looking forward to see what else can be done and what we can interact with. Love panel GUI!
Steps To Reproduce	1. turn on buttons that are not what the tutorial wants you to turn on 2. follow tutorial 3. button already on, but tutorial not sensing it 4. click already "on" button to continue tutorial
