Summary0001058: Pipes still flow with an upstream closed valve
DescriptionIf you close a valve in a pipe it still reports flow in the pipe coming up to the valve.

This causes the pipe to essetially void its content?
Steps To Reproduce1. Go to a device like a pump

2. Disable Output Valve

3. See how there is still flow, even tho there is nothing to flow into.
